Together with his wife, Cheryl, whom he met while attending Bible college, Koop made the courageous decision to leave behind career security and embrace a future built on faith, service, and community.
That decision would ultimately lead to the founding of Coastal Church in downtown Vancouver in 1994. Located in the heart of downtown Vancouver under the apex of the city skyline, Coastal Church began as a small church plant with a simple vision: to help make the city a better place. Over time, that vision has grown into a multi-site ministry, serving thousands of people through 8 campuses across Greater Vancouver, 1 in Arizona, and an expanding global online community.

Yet Koop has never viewed online engagement as the destination.
He believes lasting transformation happens through meaningful relationships. That conviction led him to strengthen Coastal Church’s network of Life Groups, small communities where people build friendships, study Scripture, support one another, and grow together beyond the weekend service.
By integrating digital accessibility with genuine personal connection, Koop has created a ministry model that reflects how people live today while preserving the relational foundation that has always defined healthy communities.

Under his leadership, Coastal Church has established partnerships with organizations serving individuals experiencing homelessness, addiction, food insecurity, and social isolation. Through initiatives such as CityServe Vancouver, businesses, charities, and volunteers collaborate to redirect surplus goods to families and community organizations in need, creating practical solutions that strengthen neighborhoods while reducing waste.
This same philosophy extends globally through humanitarian partnerships supporting education, disaster relief, food security, and community development in multiple countries.
As part of Coastal Church’s broader commitment to practical service and community transformation, Koop also helped launch Eden Cafe in Vancouver’s Downtown Eastside. Located at 643 East Hastings Street, Eden Cafe was created as a welcoming place where people from all walks of life can gather, enjoy great coffee, fresh food, and meaningful connection. More than a cafe, it operates as a social enterprise, with proceeds supporting the Eden DTES Program, which seeks to bring transformation to Vancouver’s Downtown Eastside community from the inside out. Through its warm environment, specialty drinks, custom coffee blends, and fresh food offerings, Eden Cafe reflects Koop’s conviction that ministry should meet people in everyday spaces and help create opportunities for dignity, belonging, and hope.
For Koop, leadership has always been about creating opportunities for others to thrive. His focus on service has cultivated a culture where compassion is not simply encouraged but embedded into the organization’s identity.
His commitment to continuous growth is equally evident in his personal development. In 2010, Koop earned a Doctor of Ministry degree from Bakke Graduate University in Transformational Leadership for the Global City, reinforcing decades of practical leadership with advanced academic study. He continues to mentor emerging leaders while helping Coastal Church navigate an increasingly complex cultural landscape with wisdom, humility, and clarity.
Koop is also the author of The Contented Life and Making the City a Better Place, two works that reflect the same themes that have shaped his leadership and ministry: faith, purpose, contentment, service, and the call to positively influence the communities in which people live. Through his writing, Koop extends his message beyond the church platform, encouraging readers to live with spiritual depth, personal clarity, and a commitment to building stronger, more compassionate communities.
